1. (C) DCM raised demarche talking points (ref A) on April 15 with
Mohamed Ali Hassan, MFA Director of Bilateral Affairs. Hassan said
that in such matters, Djibouti often sought to align itself with
"collective statements," rather than voice its view independently.
In response to the recent North Korean missile launch, for example,
Djibouti sought to support the UN Security Council, but noted that
there had been some disagreement on North Korea among UNSC members.




2. (C) On Madagascar, however, Hassan said the GODJ supported the
AU's position, including the AU's decision to suspend Madagascar.
Hassan complained that, in contrast, France was actively
intervening in domestic affairs in Madagascar, going so far as to
shelter individuals in the French Embassy.




3. (C) COMMENT. As a former French colony that also hosts more
than 4,000 French troops and continues to receive French
development assistance, Djibouti is not likely to criticize France
publicly for its support of the Rajoelina regime, but is likely to
continue to support the common AU position. END COMMENT.
