SUPPORT


1. (U) This is an initial request for fiscal year 2010 (FY10)
JIATF West support in Timor-Leste, as defined and authorized by
the National Defense Authorization Act of 1991 (as amended).




2. (SBU) Timor-Leste is vulnerable to exploitation by
transnational criminal organizations due to its overall lack of
capability and capacity. Mission Dili requests DoD counterdrug
support that will enable host nation to combat security
challenges more effectively. DoD counterdrug activities will
directly support the Mission Strategic Plan by assisting
Timor-Leste police and law enforcement forces to develop basic
operational capability.




3. (SBU) Initially, Mission requests that JIATF West, in
cooperation and close coordination with the Federal Bureau of
Investigation, provide support for joint intelligence training
to Timor-Leste security forces. Training would be led by the
Federal Bureau of Investigation and conducted by intelligence
and investigative subject matter experts. Training would
support multiple host nation security institutions and law
enforcement agencies. (Note: Training will be directed
primarily towards the civilian security and law enforcement
agencies. Inclusion of Timorese military personnel in our
proposal could complicate ongoing Mission efforts to encourage
the GOTL to clearly delineate roles and responsibilities between
the police and military. End Note.)




4. (SBU) The intent of the training is to instill a common
understanding of intelligence principles that will enable future
operational success by providing basic skills in the gathering
of intelligence and evidence. It will also include discussions
on white collar crime, public corruption, and money laundering.
Mission welcomes collaboration with other donor nations and
partners to support this requirement. The POCs are David Smith,
Legal Attachi Jakarta, and Jan Hiemstra, Regional Security
Officer Dili.




4. (U) Mission Dili requests that JIATF West coordinate host
nation engagement through appropriate Mission and U.S. law
enforcement points of contact. Mission will coordinate
activities involving JIATF West through our designated Command
Representative.
