1. Political Officer delivered reftel demarche on initiatives
to counter torture to MFA Secretary-General Vicky Tchong on July

22.




2. SG Tchong responded that Timor-Leste does not have any
specific policies or programs for stopping torture and assisting
its victims. She indicated that the continuing examination of
the human rights violations committed during the Indonesian
occupation might eventually lead to the creation of codified
anti-torture policies, but underscored that Timor's focus at
present was healing those historical wounds via the bilateral
Indonesia-Timor-Leste Commission on Truth and Friendship and
other mechanisms.
