AUTHORITY TO INITIATE ARBITRATION AGAINST THE US GOVERNMENT

1. (SBU) Acting Pol/Econ Chief presented reftel demarche to
Ms. Samina Naz, Director, Americas and Pacific Wing, Ministry
of Foreign Affairs, and to Mr. Rafiqul Islam, Joint
Secretary, Ministry of Post and Telecommunications. Both
Government of Bangladesh officials agreed to pass the message
to participants in the upcoming conference, but they were
noncommital about what position, if any, Bangladesh would
take on this issue.
2. (SBU) Given bureaucratic inertia in Bangladesh and the
fact that this matter will be taken up in a meeting on July
8, Post urges USG representatives at the meeting to approach
directly GOB officials present in Rome with our position.
