1.(SBU) Poloffs delivered reftel demarches December 22 to Per
Fischer, MFA Senior Advisor for Non-Proliferation. Fischer
offered the following informal response: It is very useful to
have an early start on coordination with the US prior to the
NPT Review Conference. The current US focus on moving towards
a nuclear-weapon-free world is very helpful and any
US-Russian strategic arms limitation agreement would
significantly assist the process. However, Iran and the
Middle East present considerable difficulties for the Review
Conference. Denmark will support the use of UNSCR language in
the Conference's final document. Complications are
anticipated in coordinating the EU position due to the broad
range of member nations, from neutrals to nuclear-weapon
states.

2.(SBU) Denmark's perspective on NPT is close to that of the
US, Fischer opined: Denmark's status under the US nuclear
umbrella makes it more sympathetic to US policies than are
neutral nations that do not have US protection.
That said, Denmark would have trouble with any text
advocating use of nuclear energy. (The Danes, Fischer
stressed, accept countries' right to peaceful use of nuclear
energy, they just do not advocate it.)

3.(SBU) Fischer noted that Denmark is one of the "Vienna
Group of Ten" that wrote papers in preparation for the NPT
Prepcom and is currently drafting proposals for the Review
Conference, including wording for the Conference's final
document.
