RESOLUTION 1874

1. (U) On June 29, DCM delivered reftel demarche to the
Minister of Foreign Affairs Alexandre Cece Loua. The
Minister made no substantive response concerning the subject.
The DCM also discussed with the Minister Guinea's record of
supporting North Korea during UN votes and urged the Foreign
Minister to consider North Korea's role as a destabilizing
influence when voting on issues that concern Pyongyang.
2. (U) The Minister requested a French translation of the
non-paper accompanying the demarche. Post has requested this
translation from Washington.
3.(SBU) COMMENT. Since the military coup d'etat, the USG's
bilateral relationship with Guinea has been strained. The
USG does not recognize the ruling military junta and has
suspended all but humanitarian and election-related
assistance.
