SUBJECT: CNDD LIFTS BAN ON POLITICAL AND UNION ACTIVITIES
1. (U) On February 28 over national television, the CNDD
publicly lifted the ban on political and union activities in
Guinea. The military junta had instituted the ban within
hours of seizing power on December 23. Local press reports
indicate that the announcement was positively received by a
wide range of union and political leaders although some
reportedly commented that they are still waiting for the CNDD
to announce an election date. Former Prime Minister and
leader of the UFR political party, Sidya Toure, told Pol LES
that the decision to lift the ban is a positive step forward
for the transition process. Toure noted that civilian
leaders had recently requested that the CNDD lift the ban.
Dr. Mohammed Diane, Secretary General of the RPG political
party, told Pol LES much the same thing. He added that the
parties will now need to see how the CNDD actually reacts to
political party activities in the weeks and months ahead.

2. (SBU) Both unions and political parties continued to meet
after the coup, despite the ban, but with a great deal of
reservation and concern. Contacts see the lifting of the ban
as permission to freely resume their activities, signaling a
return to "normalcy." END COMMENT.
