REF: Rejected Itinerary (33946, Workflow Report 08/26/2009)
1. Embassy Chisinau requests approval of requested change of home
leave dates (for Political Officer Michael J. Mates) to the period
January 25 to February 19, 2010, as requested in the itinerary
submitted on July 21, 2009. That request was denied in referenced
Workflow Report because the employee, with an ETA of 09/2006, was
scheduled to take home leave 09/2008. (Note: Employee TOD is
24M2RR/HLRT/36M3RR. End Note.)
2. Employee states that he was not informed of the 09/2008
requirement, and was in fact told by his CDO that he was not
eligible for home leave, because his tour would end with mandatory
retirement in August 2011, the month he turns 65. In July, employee
received countervailing advice from the Regional HR Resources
Officer, and applied for home leave.
3. Post notes that the requested dates are the latest which will
allow 18 further months of service at Embassy Chisinau. Because of
the employee's responsibilities as the drafter (with no backup) of
the Human Rights and Trafficking in Persons reports over the period
between September and January, an earlier date is not possible.
4. Request that HR/EX favorably consider adjusting the date of the
home leave until January/February 2010.
