SUBJECT: KOSOVO RECOGNITION DEMARCHE REPLY

(C) Reftel talking points were delivered to Anatol
Urecheanu, Head of the Department of Multilateral
Cooperation, at the Moldovan Ministry of Foreign
Affairs and European Integration on February 13,
2009. Urecheanu stated that because of the
Transnistrian conflict, the Government of Moldova
would not consider recognizing Kosovo. Urecheanu
noted that Moldova's recognition of Kosovo would
never happen before the Transnistrian conflict was
resolved and Transnistria had reintegrated with
Moldova. Urecheanu further clarified that the
base problem with recognizing Kosovo's
independence was that it had significant
implications for Transnistrian independence. He
did, however, note that although the Government of
Moldova will not support Kosovo's independence for
quite logical reasons, it would also not take any
action against Kosovo. Urecheanu finished by
stating that he would of course inform his
minister of the demarche request.
