1. (U) On September 29, the embassy informed Mohan Mathews,
Counter-Terrorism Branch, International Security Division,
Australia's Department of Foreign Affairs and Trade (DFAT)
that the Nov 2009 Exercise Planning Group of the Global
Initiative to Combat Nuclear Terrorism (GICNT),to be held in
Budapest, was postponed until Jan 19, 2010 at the same venue.
Mathews also welcomed the United Nations' Office on Drugs and
Crime as the newest of three other international GICNT
observing organizations (IAEA, EU and INTERPOL). He noted
that the UNODC is not yet listed on the website as an
observer.
2. (U) Since this was a joint Russian and USG invitation,
emboff discussed the demarche with Roman Voleshchenko,
Attach for International Relations at the Russian Embassy
in Canberra and he will convey the same message to DFAT.
