(PSI) INVITATION POINTS

1. (U) Gerry McGuire, Director, Counter-Proliferation
Section, Arms Control and Counter-Proliferation Branch,
Department of Foreign Affairs and Trade (DFAT) received USG
talking points on invitations to the Proliferation Security
Initiative (PSI) on July 10, and stated that they would be
useful in drafting GOA invitations to the same.
2. (U) Mr. McGuire and his assistant Ted Knez emphasized that
Australia had tasked its diplomats to work with their
American counterparts in delivering invitations to the PSI.
They would ask the American organizers to remind posts that
their Australian colleagues would prefer to deliver PSI
invitations jointly.
3. (U) The Australians in Port Moresby have already
approached the American mission there to work with them in
Vila to invite Vanuatu participants. Again, the Australians
prefer to work in tandem with the Americans in making the PSI
a success.
4. (U) Both McGuire and Knez requested that all invitees be
apprised that the visa process would be expedited, but would
still take time and the GOA would like all participants to
get their visa applications into DFAT as soon as possible.
