1. (SBU) We approached Gerry McGuire, Director,
Counter-Proliferation Section, Department of Foreign Affairs
and Trade, on March 16 to solicit Australia's help in
encouraging timely submission of annual declarations from
Hague Code of Conduct Against Ballistic Missile Proliferaton
(HCOC) subscribing states.
2. (C) McGuire welcomed the U.S. "inreach" initiative, which
he said Australia strongly supported. He added that
Australia had submitted its annual declaration during the
week of March 9.
3. (C) Turning to the Missile Technology Control Regime
(MTCR),McGuire referred to the Chair's plan to make outreach
visits to Jakarta on March 18, Kuala Lumpur on March 19, and
Singapore on March 20 (ref B),noting that Russia had
indicated willingness to join the Singapore meeting. He said
the Chair would welcome participation from the United States,
even local embassy representation, in the outreach meetings.
