(SBU) Econoff discussed reftel demarche with Treasury and
Ausaid. After consulting internally, Treasury told Embassy
that they think the reftel US approach to Free, Prior and
Informed Consent is "good and sensible," and they will send
this non-paper to the Australian ED in Manila. Treasury
indicated they would recommend to the Foreign Minister that
he instruct the Australian ED to either abstain or vote "no"
on this issue, should it not be amended to satisfy Australian
and US concerns.
