EMULSION CONCRETE ADMIXTURE

1. (U) In a letter dated November 23, Australian Customs and
Border Protection Service (CBPS) informed
Embassy that it has made a preliminary affirmative
determination into the alleged dumping of silicone emulsion
concrete admixture (SECA) produced in the U.S. and exported
to Australia (reftel). A formal notice was published on
November 26 in the Australian Gazette (Australian Customs
Dumping Notice 2009/42) as well as on national newspaper "The
Australian." A copy of the notice is available upon request
(POC: Chico Negron; negronra@state.gov).
2. (SBU) CBPS' SECA investigation has progressed to the stage
where CPBS will undertake on-the-spot verification of
information from BASF Construction Chemicals (BASF). CBPS
and BASF have agreed on a verification visit between 8-14
December 2009 at the company's U.S. location: 23700 Chagrin
Boulevard, Beachwood, Ohio 44122. CBPS is due to report to
the Minister for Home Affairs with recommendations on or
before March 17, 2010.
