1. (S/NF) PM Rudd was happy with the climate change
breakfast for APEC leaders in Singapore and believes that
engagement by leaders will be necessary to get a positive
result at Copenhagen. The PM, who had returned from
Malaysia earlier in the morning, told Charge at a national
prayer breakfast November 16 that he and Mexican President
Calderon pushed for the breakfast, attended by Danish PM
Rasmussen, to put pressure on PRC President Hu Jintao.
2. (S/NF) Rudd said that the Copenhagen process led by
officials is facing serious roadblocks. The APEC leaders,
including Hu Jintao, agreed at the breakfast on a
"leaders-led" process that Rudd assesses as the only chance
for a successful Copenhagen outcome. This would not produce
a full-blown treaty, but rather a framework agreement along
the lines the PM said he had discussed with Secretary
Clinton. Rudd said that the goal would be to produce some
form of a treaty in the six months after Copenhagen, which he
argued fit in well with the President's legislative
timetable. Rudd said he is optimistic that such an approach
could work, while acknowledging that it will require great
effort and commitment by leaders.
