1. (SBU) Poloff raised with MFA Director General for Human
Rights Silvia Fernandez ref A points on the USG's return to
the UN Human Rights Council. Fernandez welcomed the news and
joked "Now you can suffer with the rest of us." She
suggested using her upcoming March 23 meeting in Washington
with DRL Acting Assistant Secretary Stewart to share
perspectives on the Council's progress (or lack thereof).
She noted that Argentina plans to introduce at the UNHRC a
resolution on the Right to Truth and Forensic Genetics and
would appreciate USG feedback and support on the text. She
promised to forward revised text of the resolution to the
Embassy, which we will e-mail to IO and DRL separately.


2. (SBU) Poloff also relayed ref A points on our decision not
to participate in the April Durban review conference if it is
based on the current draft of the outcome document. Director
General Fernandez expressed disappointment that the USG would
not participate in further negotiations. She reiterated that
Argentina shares our concerns with the outcome document (ref
B),and said that it was her understanding that the
controversial issues of Israel, the Middle East conflict,
defamation of religion and slavery reparations were not
discussed in the latest round of negotiations. The only
topic discussed was immigration issues, she said. Fernandez
added that the Russian chair of the intergovernmental working
group promised to produce a new text that takes into
consideration concerns expressed in previous negotiations.
"We will have to wait and see how much he took on board,"
Fernandez said. While she expressed hope that the revised
text would be acceptable, she feared that the international
community would reject the "legitimacy" of the document "even
if the text is cleaned up."
