1. (U) This is an action request, see paragraph four.
2. (C) In an April 1 meeting with the DCM, MFA Senior State
Secretary Marta Fekszi provided a non-paper related to
Hungary's request for further information on several
Guantanamo detainees. The non-paper states that Hungary is
considering the possible acceptance of one or two detainees.
While commenting that Hungary is working to facilitate
negotiations between the EU and the USG on the issue, the
non-paper notes that Hungary will have to take into
consideration a common European approach on several aspects
of receiving detainees.
3. (C) Following the March 3 meeting with the Ambassador and
a review of the summary documentation provided on 24
detainees, Hungary now requests that the USG disclose the
complete files containing all the personal records available
relating to the four Uzbeks, the one Somali and the one
Palestinian detainee included in the documents provided on
March 3. This current Hungarian request eliminates the one
Egyptian detainee included in reftel. Dr. Fekszi said that
the GOH is also prepared to interview the detainees at
Guantanamo.
4. (C) Action request. Post requests the Department's
assistance to provide the requested dossiers on the six
detainees as soon as possible. A copy of the non-paper has
been forwarded to the desk and S/WCI via email.
