SUBJECT: DEMARCHE DELIVERED: HUMANITARIAN CRISIS IN
ETHIOPIA, SOMALIA AND KENYA

REF: STATE 707089

Poloff delivered reftel demarche to Cees Wittebrood, Flavio
Bello, Michele Schivo and Maureen Philippon from the European
Commission's Directorate General for Humanitarian Aid (ECHO)
on 15 July. ECHO works closely on these issues and Mr.
Wittebrood himself raised most of the facts listed in the
demarche. Mr. Bello stated that this week the Government of
Ethiopia had raised its official figures of those in need of
emergency food aid up to 6.2 million. The EU is in the
process of determining upcoming funding to respond to the
crisis, so ECHO was unable to provide exact figures. Post
will report any further response in septel.
