(C) Poloff shared reftel questions on December 2 with Lieke
Biesemans, Attach for the Human Rights in the Belgian
Ministry of Foreign Affairs (MFA). She said that the
information is appreciated and timely, because the MFA is
currently preparing for its Universal Periodic Review (UPR)
on DPRK and plans to ask a number of questions. Biesemans
said that there is only "light coordination" among European
Union countries to avoid duplicating themes in UPR
questioning. Biesemans said that Belgium is a strong
supporter of the UPR because it is a peer to peer "political
instrument" rather than a report prepared by experts. The
Belgian MFA is generally "very active" during UPRs,
participating in an average of 10 out of the 16 reviews per
session.
