1. Please deliver the following message from OECS Director General
Len Ishmael to President Barack Obama.

2. Begin Text:

Dear Mr. President,

It is with the utmost pride and humility that we of the Organisation
of Eastern Caribbean States add our voice to the many throughout the
world, in congratulating you on your inauguration to the high office
of President of the United States of America.

We, like so many others, stood in awe at the brilliant manner in
which your campaign was run. We, like so many others, are confident
that the same brilliance and panache will be brought to bear on your
tenure as President.

The countries of the Eastern Caribbean have shared a common history
with the United States and have traditionally shared many of the
same hopes and aspirations for our people.

The Organisation of Eastern Caribbean States looks forward, in the
coming months and years, to strengthening the strong bonds of
friendship and cooperation between your country and ours. Once
again, Mr. President, we congratulate you on your wonderful and
historic achievement and wish you good health and Godspeed for the
many challenges that you face.

Please accept, Mr. President, the assurances of my highest
consideration.

Len Ishmael
Director General
