1. (C) Poloff delivered reftel demarche to Steve Ferrol,
the Permanent Secretary of the Ministry of Foreign Affairs
for Dominica, on April 22nd, 2009. Ferrol stated that the
issue of Kosovo had been discussed in Caricom, but as of yet
there has been no decision made. Ferrol knew of a letter
between Kosovo and the Prime Minister's office, and went so
far as to state that there were no negative feelings toward
Kosovo. In regards to the vote, though, Ferrol declined to
make any definitive statement.
