1. (SBU) Brazzaville has remained unusually quiet considering it is the last week of the presidential campaign. Two relatively large pro-Sassou rallies took place on July 8, one in theTalangai neighborhood in the northwest and one in the Makelekele neighborhood in the south. But the opposition staged no rallies of any size. So far (1500) on Thursday July 9, Brazzaville appears to be exceptionally quiet.


2. (SBU) International and national flights have been cancelled for election day. Rumors of further flight cancellations have proven unfounded. All vehicles except those with CD-plates and those with laissez passez will be prohibited from traveling in all areas of the Congo on election day.


3. (SBU) Security force officials, including Director-General of the National Police Jean-Francois Ndenguet, went on television July 8 to reassure the population that the security situation is well in hand. They repeated that they had deployed 20,000 members of the security forces, and should be able to respond to any and all security challenges. They indicated that, in contrast to past elections seasons, no candidate had formed militias.


4. (SBU) On Thursday July 9 there was to be a meeting of an association of former militia men who call themselves Plus Jamais Ca (Never Again That),who will speak out against violence, especially militia violence. They include former members of Sassou's Cobras, the Ninjas formerly affiliated with former Brazzaville Mayor Bernard Kolelas and commander "Pasteur Ntoumi", the Cocoyes and Zulus formerly affiliated with former President Lissouba and others.


5. (SBU) Police in contact with RSO FSN assistant are concerned about political tensions boiling over on Friday, the last day of campaigning. Interestingly, they appeared to be equally concerned about traffic tie ups stemming from last minute campaign convoys rolling through town and from Sassou's giant
rally planned for the boulevard between the Foreign Ministry and the National Assembly.
