1. (SBU) Summary. Poloff discussed reftel points briefly with
Milan Ciganik, Director for Disarmament, OSCE and
Counter-Terrorism at Slovakia's MFA. If the EU is able to
find a common position for the third Preparatory Committee
Meeting (PrepCom),Slovakia will take that position.
Differences between anti-nuclear stalwarts Ireland, Austria
and Sweden, and the nuclear-armed France and U.K., however,
will make a common position difficult to find. If the EU does
not reach a common position, Ciganik expects Slovakia will
opt to follow the lead of France and the UK. End summary.


2. (SBU) Slovakia would support the creation of an
"international bank for fissile materials" as a means of
addressing the spread of enriching and processing
capabilities. Ciganik said Slovakia developed its own nuclear
power industry through such a mechanism, borrowing from
Russia and returning spent fuel to its source. He predicted
the existence of such a bank would eliminate any reason for
states without nuclear weapons to pursue enrichment capacity.


3. (SBU) Ciganik said the greatest boost to non-proliferation
efforts would come from U.S. accession to the Fissile
Material Control Treaty (FMTC) and Comprehensive Nuclear Test
Ban Treaty (CNTB). He said the NPT is weak because it only
deals with proliferation. Restricting trade in fissile
materials and banning nuclear tests would put greater
obstacles in the way of proliferation.


4. (SBU) Ciganik will lead a three-person Slovak delegation
to the May PrepCom, which will also include two arms control
experts, one from Slovakia's Mission to the UN and one from
Slovakia's Mission in Geneva. Ciganik appreciated U.S.
interest in coordinating positions ahead of the third
Preparatory Committee Meeting and asked that his name and
