1. (SBU) On September 17, 2009, Fabio Vaz Pitaluga, the Director of
the Ministry of External Relations' (MRE) Division of Oceans,
Antarctica, and Space, informed Science Counselor and Science
Officer that the Brazilian Senate finally had ratified Antarctic
Treaty Consultative Meeting (ATCM) Measure 1 (2003). (See REFTELS
for the long history connected with ratification of this Measure.)
Pitaluga said that the Brazilian Embassy in Washington had just been
instructed to deposit the instrument with Washington. He expected
this to happen soon.
2. (SBU) Per Legislative Decree 597, ATCM Measure I was approved by
the Brazilian Senate on August 28, 2009. That decree provides for
the "approval of the text of Measure I (2003) - Secretariat of the
Antarctica Treaty, adopted during the 26th Consultative Meeting of
the Antarctica Treaty (ATCM),which take place in Madrid, in 2003".
The decree provided that it would enter into effect when it was
published in the Official Diary of the Union, which occurred on
August 31, 2009.
