(SBU) Post delivered points in reftel on September 18 to Ministry
of Foreign Affairs (MFA) Director for U.S. and Canadian Affairs
Adriana Maldonado. On September 21 we received a written response
from the MFA Office of Disarmament and International Security
confirming Colombia's attendance at the Comprehensive Nuclear
Test-Ban Treaty (CTBT) Article XIV Conference in New York on
September 24-25, 2009. Additionally, the response indicated the
Government of Colombia would encourage all of the Annex 2 countries
that have not yet signed and/or ratified the treaty to do so.
