PARTNERSHIP OF THE AMERICAS

(SBU) Post formally presented reftel points April 13 to
Claudia Mora, Vice Minister for Environment, Patricia Cortes,
North America Director at the Ministry of Foreign Affairs,
Yadir Salazar, Environmental Affairs Director at the Ministry
of Foreign Affairs, and Maria Clemencia Diaz, Chief of Staff
to Energy Minister Martinez. Vice Minister Mora and
EconCouns subsequently had the opportunity to relay the
information in passing to Foreign Minister Bermudez. All
expressed positive interest in the concept, with the Foreign
Minister suggesting that we should explore linkages to the
September 2008 bilateral Memorandum of Understanding on
Renewable Energy that he signed with Secretary Rice. GOC
interlocutors promised to evaluate initiative details in
order to be prepared for POTUS's proposal at the Trinidad
Summit.
