KOSOVO'S INDEPENDENCE DECLARATION

1. Post delivered all points in reftel on March 27 to the MFA
Director for the U.S. and Canadian Affairs Patricia Cortes.
On March 30, and again on April 2, post followed up with her
office to solicit the GOC's response. Adriana Maldonada,
from the U.S. and Canadian Affairs Office, told us our
demarche points had been distributed within the MFA, and that
Director of European Affairs Victoria Senior had the lead on
the issue. Maldonada said Senior had not yet made a final
MFA recommendation/decision on whether Colombia would submit
a brief to the International Court of Justice. Post will
continue to follow up with the MFA, and report any
developments spetel.
