1. (SBU) Poloff delivered the reftel non-paper on December 18
to Juergen Boehler, Head of the Export Control Licensing
Division of the Swiss State Secretariat for Economic Affairs
(SECO). Boehler expressed appreciation for the additional
information and undertook to investigate the matter further.
2. (S) On January 5, Boehler contacted poloff and reported
that SECO was strengthening its controls on Quartzcom AG,
including increased customs/border vigilance. He said that
the matter is with the Swiss federal police and intelligence
services, remarking that the firm "will be in trouble, if it
is circumventing SECO orders."
