1. (SBU) On November 3, Christine Lingg, who covers UN
candidacy issues for the Liechtenstein Foreign Office,
informed acting POLE counselor that Liechtenstein will
support U.S. candidate Lucretia Myers at the upcoming UNGA
elections for the International Civil Service Commission
(ICSC).

2. (SBU) On November 2, Philippe Flueck, Deputy Head of
Section for UN and Other International Organizations (and POC
for UN/IO candidacies) at the Swiss Federal Department of
Foreign Affairs (FDFA),informed acting POLE counselor that
Switzerland has offered its support to a third party, in
exchange for support from that party to Switzerland in some
other unspecified area. Flueck emphasized that the Swiss
decision in the matter was not a reflection of Switzerland's
assessment of the U.S. candidate's qualifications. He added
that the Swiss Mission to the UN in New York was given
authority to pursue the deal with the third party, and that
the offer had been made and could not be retracted unless the
other party declined, or did not respond before the ICSC
elections.
