1. (C) Econoff delivered reftel points to Swiss Agency for
Development and Corporation (SDC) Deputy Head of Global Food
Security Lillian Ortega and Department of Agriculture (DOA)
Head Director for Global Sustainable Agriculture Francois
Pythoud. Ortega noted that SDC instituted a new global
program on food security last year, following the food
crisis. This new program initiated by Foreign Minister
Micheline Calmy-Rey increased the previous year's funding by
13 million CHF (12 million USD). Ortega doubted that FM
Calmy-Rey would support near-term additional funding for food
security and agricultural development, given this recent and
sizable increase.


2. (C) Ortega noted that the Swiss Parliament itself has
authority to increase the overall budget for this issue. She
said that Parliament had requested a report from SDC
regarding the activities SDC undertakes during a food crisis.
Given the political sensitivities surrounding
Executive-Legislative branch relations, Ortega did not
venture to speculate whether it was likely Parliament would
increase the budget for food security, regardless if the
Federal Department for Foreign Affairs (SDC's home
department) asks for one. In any case, she thought that the
question of possible additional funding would be discussed
during the next Parliamentary session, which begins September

3. (C) DOA Head Director Pythoud informed econoff that all
funding for food security lies with SDC, but DOA does have
limited authority over funding for Food and Agriculture
Organization (FAO) programs. According to Pythoud, DOA
intends to increase its funding for FAO programs soon, but by
a minimal contribution of 1-2 million USD. He stated that
DOA would not be able to mobilize any further funding.
