1. (C) Pol-Mil/External Chief delivered ref A talking points
to MFA Afghanistan-Pakistan Task Force Director Ruediger
Koenig on April 9 in a joint demarche with Japanese Political
Counselor Ryo Nakamura and Pakistani Counselor Khayyam Akbar,
stressing the importance of a generous German pledge in order
to reach the $4 billion target at the April 17 Pakistan
Donors' Conference.
2. (C) Nakamura presented Koenig with a copy of a letter from
Japanese PM Aso to Chancellor Merkel, which encourages German
ministerial-level attendance at both the conference and the
preceding Friends of Democratic Pakistan (FODP) meeting, as
well as the "announcement of a generous and new assistance
package to Pakistan." Nakamura noted that the letter
(e-mailed to EUR/CE and SCA/P) had been delivered earlier in
the day by Ambassador Takahiro Shinyo to Chancellery National
Security Advisor Christoph Heusgen. Akbar reinforced the
desire for high-level representation by German FM Steinmeier
and/or Development Minister Wiezcorek-Zeul at the April 17
events, noting that both President Zardari and Japanese PM
Aso would be present.
3. (C) Koenig confirmed that MFA Special Envoy for
Afghanistan and Pakistan Bernd Muetzelburg would lead the
German delegation, which will also consist of Koenig himself,
Muetzelburg Special Assistant Arend Wulff, MFA Pakistan Desk
Officer Tobias Grothe and Development Ministry Office
Director for Afghanistan and Pakistan Christiane Hieronymus.
Koenig said that Germany considered the Donors' Conference
and FODP to be extremely important, but that unfortunately,
FM Steinmeier was "simply not available."
4. (C) Post understands that MFA State Secretary Reinhard
Silberberg told Deputy Secretary Lew in an April 8 telephone
call that Germany would pledge $200 million at the Donors'
Conference, on top of the 80 million Euros that the German
Development Ministry has already committed to Pakistan for
2009. Koenig, however, said he could not yet give a precise
figure for Germany's contribution, saying only that it would
be a "substantial" amount relative to Germany's economic
weight and would consist of a mixture of humanitarian
assistance, grants, loans and other traditional aid
instruments.
