1. (C) Pol M/C delivered reftel demarche on missing and
detained amcits to German MFA Amb. Klaus-Peter Gottwald, (A/S
Equivalent) Commissioner for Arms Control and Disarmament, on
Sept. 14. Pol M/C stressed with Gottwald, who was already
well informed about the details of the cases, the importance
of raising the issue with the Iranians as a humanitarian
issue. Poloff also delivered points to MFA Iran desk officer
Thomas Henzschel September 14. Henzschel told poloff
September 15 that Germany had already raised the issue with
the EU presidency since they believed joint EU action had a
greater potential for success. He stressed that joint EU
action did not exclude national action if joint action were
not successful.
