1. (C) This is an action request. Please see para. 6.


2. (C) While meeting with MFA desk officers Dr. Bernd
Rinnert and Dr. Joerg Polster on Global Initiative to Combat
Nuclear Terrorism (GICNT) matters (Ref A),they raised a
series of points with Econoff related to the G8 Global
Partnership, the upcoming Nuclear Security Summit and the
various nuclear non-proliferation regimes.


3. (C) Polster and Rinnert both questioned whether there
would be any relationship between the G8 Global Partnership
and the Nuclear Security Summit. Polster stated he had heard
they would remain unconnected. Polster also asked for the
USG vision for the Global Partnership Working Group's October
meeting in Rome. Polster requested the U.S. view of the
Global Partnership Working Group's future after its mandate
expires in 2012.


4. (C) Continuing with questions related to the Rome
meetings, Rinnert next asked if the results of the Rome
meetings could "feed into" the agenda for the Nuclear
Security Summit. He suggested that it was Italy's
responsibility to take the lead on this issue, and if the
U.S. were to push Italy on this point, Germany would get
&right behind the U.S.8.


5. (C) Finally, Rinnert revisited a theme he raised during
Ambassador Jenkins' recent meetings in Berlin, pushing for a
review of the various nuclear non-proliferation regimes, in
order to provide member states with assurances that the
regimes, efforts are in furtherance of common goals and not
needlessly duplicating efforts. (Comment: This may reflect
German concerns over the resource requirements of preparing
for and traveling to the many conferences associated with the
various initiatives. End Comment.)


6. (C) ACTION REQUEST. Post requests any guidance
Washington can provide to respond to Germany's inquiries.
