ARBITRATION AGAINST THE USG

1. (SBU) Per reftel instructions, post delivered the demarche on
opposition to the initiation of arbitration against the USG to Second
Secretary in the Directorate for Economic Multilateral Cooperation of
the Ministry of Foreign Affairs Sandra Vujinovic on July 7, 2009.
Vujinovic said Serbia would not send a representative to the
Extraordinary Assembly of the ITSO Parties at which the potential
arbitration would be discussed. Vujinovic was also not aware of the
potential arbitration or issues surrounding it.
2. (SBU) Although invited to the Extraordinary Assembly, in a phone
conversation with us the Telecommunications Minister Jasna Matic
confirmed that Serbia would not attend.
