1. (C) China "stands ready" to cooperate with the United
States on Afghanistan and intends to participate in the March
31 International Conference on Afghanistan, MFA International
Organizations and Conferences Department UN Affairs Division
official Li Jun told PolOff March 17 in response to reftel
points inviting China's participation at the conference at
The Hague. Li noted that the Dutch Embassy March 16 provided
detailed conference information to the MFA, and while China
is still considering who specifically to send, Li speculated
that representation will be at the ministerial level, adding
that FM Yang Jiechi is paying "great attention" to conference
developments.
2. (C) Li told PolOff that China and the international
community were interested in the U.S. Afghanistan-Pakistan
policy review, and a U.S. briefing at the March 31 conference
on the major outcomes of the policy review would be
"conducive" to determining areas for "mutual cooperation."
