1. (C) Barring unforeseen problems, China will likely sign
the Commitment to Best Management Practices to Avoid, Deter
or Delay Acts of Piracy (the New York Declaration) during the
public ceremony on September 9 before the plenary meeting of
the Contact Group on Piracy off the Coast of Somalia (CGPCS),
according to MFA International Organizations and Conferences
Department UN Affairs Division official Cheng Lie. In
response to reftel points urging members of the CGPCS to sign
the New York Declaration in a publicized forum, Cheng told
PolOff September 1 that China was considering the proposal
and consulting with the Ministry of Transportation, which had
direct interest and expertise with piracy issues. According
to Cheng, China would finalize its decision before its
seven-member delegation arrived in New York September 8 for
the CGPCS plenary meeting.
