1. (S) PolOff delivered reftel demarche and nonpaper
requesting information on the status of investigations of
past cases of missile-related nonproliferation concern to MFA
Arms Control and Disarmament Department Chemical/Biological
Division Deputy Director Yang Yi on July 23. Yang said she
would consult with appropriate MFA colleagues, determine what
information could be provided for each case, and then contact
the Embassy. (Note: The demarche was delivered to Yang's
division since the Arms Control and Disarmament Department
has decided that all demarches regarding individual cases of
concern be delivered to the chem/bio division regardless of
topic.)


2. (S) PolOff noted that China and the United States had
agreed at the last U.S.-China Nonproliferation Dialogue to
hold periodic meetings to discuss ongoing cases of
nonproliferation concern, and that an initial meeting of that
kind had been held in June 2008, prior to the October 2008
temporary hiatus in U.S.-China bilateral nonproliferation
engagement. Yang replied that "now that we have moved beyond
that period of non-engagement, that happened for reasons we
are both aware of," China "might" look positively on a
resumption of periodic, bilateral working level reviews of
proliferation cases. This topic could be addressed at the
upcoming U.S.-China Nonproliferation Dialogue, Yang
suggested.
