1. (U) Citing Iranian media, official Chinese media outlets
are reporting that China National Petroleum Corporation
(CNPC) and the National Iranian Oil Company (NIOC) signed a
USD 1.76 billion agreement allowing CNPC to develop the North
Azadegan oil field. According to the reports, development
will occur in two phases. Daily output of the North Azadegan
Oilfield will reach 150,000 barrels when both phases are
completed (See Ref).
2. (SBU) The Embassy contacted Liu Weijiang, Director of the
Foreign Exchanges Department at CNPC about the news, but Liu
declined to comment. At a January 15 Chinese Ministry of
Foreign Affairs (MFA) daily press conference MFA spokeswoman
Jiang Yu also declined to comment directly, but said &China
and Iran have normal energy cooperation relations8 and that
such cooperation &has positive significance for stabilizing
the current oil markets.8
3. (C) Xu Wei, Deputy Director of the MFA West Asian and
North African Affairs Department's Iran and Turkey Division,
told Poloff January 16 that his office was unaware of any
agreement when they learned about the CNPC/Azadegan deal from
the Iranian press reports and had no role in such
negotiations. He said he was unable to confirm whether the
reports were true, and referred Poloff to the CNPC as well as
to MFA Spokeswoman Jiang Yu,s comments. Xu said he had no
additional information on the reports.
4. (SBU) Embassy will continue to follow up and seek
confirmation and details. However, given the approaching
Chinese New Year Holiday it may be difficult to get any
comments from official sources.
