1. (U) This cable contains an action request (See paragraph 4).
2. (U) The World Food Program (WFP) in the Central African
Republic (CAR) needs additional funding to provide food and
other assorted commodities for 20,000 unexpected internally
displaced people (IDP) and refugees stemming from Lord's
Resistance Army (LRA) activities in the southeast of the country
(Ref A). The WFP is meeting immediate needs from local stocks,
but does not have adequate resources to serve these new IDPs and
refugees as well as the over 150,000 other IDP's in the CAR over
the longer term. In response to Ref B, AmEmbassy Bangui submits
the following information:
-- The WFP plans to deliver assorted commodities for 5,000
beneficiaries in Zemio, CAR due to the recent influx of refugees
and the creation of IDPs. The total quantity, 83 metric tons, at
standard WFP cost, is USD 124,000. This dollar figure will be
recurrent for the near future.
-- The same LRA activity has caused internal displacement and
refugees near Obo, CAR. The WFP estimates it will need USD
315,000 for 15,000 people per month. This dollar figure will be
recurrent for the near future.
-- The WFP states that these numbers are contingent upon the
caseloads in the two locations remaining even, but it is unclear
to Post that the volatile situation in the southeast will
stabilize any time soon.
3. (U) The WFP reports that it currently has no money for the
unforeseen needs of Zemio and Obo and is using food stocks
previewed for other locations in the CAR. There is very little
food available on the local market, but the Program has obtained
200 metric tons of food stock to be processed at a local
manufacturer, HUSACA.
4. (U) ACTION REQUEST: Post requests the Department make a
contribution to cover the first six months worth of food stocks
- USD 2,634,000- to help the WFP alleviate its emergency needs
with a reevaluation being made in May 2010.
