SUBJECT: THAILAND: CODIFYING MONTREAL CONVENTION OF 1999

1. (SBU) Per reftel, post engaged Royal Thai Government's Ministry
of Foreign Affairs(MFA)on April 8, 2009 regarding the Montreal
Convention of 1999. MFA referred post to the Thai Department of
Civil Aviation (DCA). DCA states that the RTG is in the process of
drafting legislation, tentatively titled "The Air Carrier Act", that
would codify the Montreal Convention of 1999. After the draft
legislation is complete, it will be submitted to the cabinet for
approval. DCA officials do not have an exact timeframe as to when
the draft legislation will be complete.
2. (SBU) Post will continue to engage MFA and DCA on the issue and
monitor progress of the proposed legislation.
