1. (SBU) Post delivered reftel demarche via diplomatic note on
October 19. The Thai Ministry of Foreign Affairs replied via
diplomatic note on October 29 and stated that the Royal Thai
Government (RTG) supports the re-election of the United States to the
International Maritime Organization's (IMO) Council as a Category "A"
member. The diplomatic note indicates that the RTG respects the
United States' policy of not revealing its own intentions for the
vote but "strongly hopes" that the U.S. will support the candidacy of
Thailand in Category "C" in the same election.
