1. POL Chief previously delivered the message contained in
reftel on two separate occasions to MFA Americas Chief
Albachir Toure and Director of Political Affairs Sekouba
Cisse. POL also provided to MFA STATE/IO-drafted non-papers
in French on the country specific resolutions. MFA has
informed the Embassy that it will consider closely its votes
on these important issues. Post notes that Mali's voting
record on these issues has not been the most positive
possible, however, Mali was absent or abstained on the
country-specific resolutions in 2008.
