1. (SBU) PolCouns delivered reftel demarche to MFA Director
of Political Affairs Sekouba Cisse on Oct 29. Cisse
expressed Mali's concern over the recent undemocratic
developments in Niger, and assured Embassy of Mali's support
of ECOWAS's decision to suspend Niger until a
constitutionally legitimate regime is reestablished.
Regarding African Union (AU) action to suspend Niger, Cisse
said he is waiting for Mali's representatives to the AU in
Addis Ababa and Abuja to report on the Peace and Security
Committees's discussions and will further discuss the matter
when he has those reports in hand.
