1. (C) On November 10, Poloffs discussed ref points on U.S.
positions on the November 16-17 GAERC with Niki Kamba, European
Correspondent in the MFA A11 European Security and Defense Policy
(ESDP) Division, and Vassilis Tselios, Deputy Head of the MFA C1
Directorate for EU External Relations. Kamba said the GAERC's
agenda would focus on Russia, Ukraine, and on strengthening the
EU's ESDP civilian capability.
2. (C) RUSSIA AND UKRAINE: Tselios said he agreed "completely"
with the U.S. approach to Russia and also noted that the EU is
currently working on the draft agenda for the upcoming EU-Russia
summit, to include discussions on the economic crisis, Afghanistan
and energy issues but that they had not yet received a response
from Russia on the proposed agenda. On Ukraine, Tselios said the
EU is in a very tough position. Greece believes that the
international community needs to stress the importance of fiscal
responsibility and reform with Ukraine and would not want to
contradict the IMF. He noted that the IMF's decision on whether or
not to give Ukraine additional funds might affect the agenda for an
EU-Ukraine-summit, currently scheduled for December 4.
3. (C) SOMALIA: Kamba said the GAERC would discuss "Europeanizing"
and expanding an existing French mission to train the TFG police
force.
4. (C) ESDP: On the ESDP civilian capability, Kamba said EU
member states in general agreed on the need for such a
capacity--but each country's domestic political and financial
constraints, as well as poor incentives for civilians to serve on
ESDP missions, limited the overall program's effectiveness.
