GOVERNMENT OF PARAGUAY DELIVERED

(U) Pol-Econ Chief delivered reftel demarche to Victor Hugo
Pena, the MFA's Director of Special Affairs, on March 27 and
left a non-paper for his review. Pena confirmed the
Government of Paraguay's political will to continue
collaboration on counternarcotics, and underscored his
commitment to a counterterrorism/counterrorist financing
statute. (NOTE: Shortly after the March 27 meeting, Pena was
transferred within the Foreign Ministry to the Foreign
Minister's policy and planning staff. END NOTE). Pena urged
(as he has previously) the USG to assist Paraguay with an
alternative development program to undermine marijuana
cultivation. He had no further substantive comment.
