I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS:


1. In May, the Kazakhstan Customs Control Committee plans to make a
presentation at the World Customs Organization (WCO) meeting in
Norway regarding an effort to obtain designation of Kazakhstan as a
regional WCO training center and get WCO capacity building
assistance in creating a regional customs academy.


2. On March 21 the Central Asia Nuclear Weapons-Free Zone Treaty,
which was signed in Semipalatinsk, Kazakhstan, on September 8, 2006,
came into force.

II. COMPLETED ACTIONS FOR THE REPORTING PERIOD


A. SITE ASSESSMENTS AND MEETINGS CONDUCTED


3. On March 16, the Astana EXBS advisor and Lt. Michael Fisher, the
EXBS Regional Advisor for the Caspian Sea, conducted meetings with
the Deputy Chief of Mission, the staff of the Office of Military
Cooperation, the Pol-Econ Section's energy and non-proliferation
officers, and Defense Threat Reduction Agency staff. The purpose
was to discuss the status of engagement with the Kazakhstan Maritime
Border Guards and the challenges regarding Caspian Sea maritime
security.


4. On March 16, the Embassy held a Security Assistance Working Group
meeting during which Lt. Michael Fisher outlined his experience in
dealing with the Kazakhstan Maritime Border Guards and gave details
of the transition of responsibility for maritime issues to the
Astana EXBS advisor.


5. On March 19, the EXBS advisor attended a meeting with
representatives from the Customs Control Committee led by Dauren
Kayupovich Tulemissov, Deputy Head of its Organizational Department,
concerning EXBS assistance for the coming year and the development
of a strategic plan through 2012.


6. On March 19, the EXBS advisor attended a meeting with
representatives from the Border Guard Service of the National
Security Committee lead by Major General Mazhitov, First Deputy to
the Director of the Border Guard Service, concerning EXBS assistance
for the coming year, the development of a strategic plan through
2012, and the reorganization of the Maritime Border Guards into a
more "Coast Guard-like" organization.


7. March 31-April 1, the EXBS advisor participated in mid-year
consultations with representatives from the Department of State, the
Department of Energy, the Department of Justice, and the Department
of Homeland Security.

from Kazakhstan will attend The University of Georgia's Center for
International Trade and Security Export Control Academy in Athens,

Georgia. The participants from Kazakhstan are Azat Makhmudov,
International Security Division of the Department of Multilateral
Collaboration in the Ministry of Foreign Affairs, and Zhussupbekov
Nurlan, Export Control Department of The Ministry of Industry and
Trade.
