PROTOCOL
REF: STATE 11910
Pol-Econ Chief discussed the upcoming meeting in Mexico City
and the key issues mentioned in reftel with MFA Director of
Multilateral Affairs Rabemananjara February 11. She
explained that the ministry of environment has designated a
point person for Cartagena Protocol issues, but said that, to
her knowledge, no delegation planned to attend the meeting in
Mexico City. She promised to confirm whether or not
Madagascar would be sending a delegation (which, she noted,
would only be possible if the UN were funding it) and to
discuss the U.S.'s concerns with such delegation if indeed
one existed. Post will report any subsequent replies from
the MFA or environment ministry as available.
