1. (SBU) An Emergency Action Committee (EAC) chaired by DCM Stromayer was convened on March 27, 2009 to discuss the current state of affairs, the upcoming proposed weekend rallies, the status of security measures and the need for additional tripwires and reverse tripwires.
2. (C) The DCM convened the meeting and announced the guidelines sent from Washington regarding Post's interaction with members of the new Rajoelina Government. Post can continue to work with members of the Malagasy bureaucracy, but should not meet with cabinet level officials. Post will
not refer to Rajoelina as "president", but rather the general formal title of "Mr."
3. (C) The Pubic Affairs Office (PAO) reported that the recent media focus is on the international community in general, and not specifically anti-American coverage. If anything, PAO detected a somewhat anti-French sentiment.
4. (C) The Defense Attache Office (DAO) classified the recent status of the Malagasy military as in an, "all talk, no action" phase. DAO suspects that members of the military are evaluating the situation to see what would be most personally beneficial and then defining alliances and gathering support for respective factions.
5. (C) The Office of Regional Affairs (RAO) also believes that, like in the military, many of the main players in the Malagasy power struggle are still shuffling and deciding how to proceed. The main players are members of the former Ratsiraka regime, who are mostly in exile in France, the "political" prisoners who were incarcerated under the Ravalomanana government and lastly, the Rajoelina support
base. Note: RAO believes that Rajoelina's support base is wavering and that in the last week, it has diminished. RAO estimates that currently 50% of the military is in support of Rajoelina and the remainder are either pro-Ravalomanana or neutral. It was also noted that the generals have recently
been quiet - either out of fear or apathy.
6. (C) The Office of Overseas Buildings (OBO) reported that their shipping clerk noted harassment when trying to clear containers through customs, best characterized as, "we don't need your foreign money". What used to take three days has thus far, taken two weeks to clear thorough customs. OBO and
RSO will continue to monitor. Note: Customs was considered to be one of the most corrupt organizations under the former leadership. Given the fluidity of the current situation and
the lack of defined leadership, we can anticipate that this trend will continue.
7. (C) The Regional Security Office (RSO) discussed the upcoming weekend rallies which are expected to draw large crowds of pro-Ravalonamana and pro-democracy supporters. It should be noted that March 29 is the Malagasy anniversary of the 1947 uprising against the French. These crowds are
notable different than the previous participants in Rajoelina gathering as the new group as mostly middle class intelligencia protesting what they believe to be an unconstitutional transfer of power. All embassy employees are advised to avoid the downtown area over the weekend. The Consular message will not change as previous guidance already recommended the same.
8. (C) As the apparent threat to the American community and specifically, the Ambassador, has diminished, The EAC agreed that he no longer needs an armed DS escort with him for all
moves. DS will continue to provide protection should the threat increase or should the Ambassador need to attend a formal event that merits additional security coverage.
9. (C) RSO has begun drafting specific tripwires regarding a NEO evacuation and also a set of reverse tripwires. The tripwires will be presented to the EAC for discussion and ultimately, approval.
