1. Embassy endorses reftel EXBS programs for Algeria.
Embassy agrees that the program "Parliamentary Exchange,"
despite the program title, should target senior interagency
Algerian officials from the executive branch, not
parliamentary deputies or senators. Algerian legislators
exercise virtually no legislative initiative (and certainly
not with respect to EXBS issues),rarely question bills the
executive hands them for approval, and would not be suitable
for this program.


2. The programs "National Control List Workshop,"
"International Control Regimes and European Union Control
List Conversion," "International Seaport Interdiction
Training," and "International Border Interdiction Training"
all address serious capability and knowledge gaps in Algerian
government agencies. Embassy will help identify suitable
participants.

PEARCE
