The Algerian position on Madagascar is perfectly consistent
with that of the African Union, acting MFA Director of
African Multilateral Affairs Zineddine Birouk told us on
April 21. Birouk said that Algeria considers the change of
regime in Madagascar to be a coup d'etat and, as such, the AU
expelled Madagascar and is relocating its June summit meeting
previously scheduled for Madagascar. Birouk called the
situation in Madagascar "frozen" and said Algeria would be
working through the AU to send teams seeking to steer the
country back on a path to "constitutional legitimacy." He
noted that the U.S. position appeared consistent with that of
Algeria, and Algeria in turn is consistent in adhering to the
AU stance. For the moment, Birouk had not seen any movement
in the situation. The priority, he said, must be to bring
Madagascar back into the fold through coordinated pressure,
rather than to continue processes of aid and engagement "as
if nothing had happened."
